Hierarchy of Norms
- The Constitution — supreme over all other norms
- Imperial Decrees — issued under the hand of the King
- Statutes of the Council — promulgated with royal assent
- Cantonal Ordinances — within their reserved subject-matter
- Communal By-Laws — subordinate to all of the above
